Meeting Minutes
March 14, 2006
                                                                                
1.  Meeting was opened in the City Hall Caucus Room of Memorial City Hall. In attendance were members: Mike Deming, Christina Selvek, Jill Fudo and Judith Bryant.  Staff members Mike Long and Alicia McKeen.

David Taylor gives review of the Reconnaissance Level Cultural Resource Survey – has been looking over the city in the last 2 years in terms of architecture.  327 properties have been assembled and identified. See attached Annotated Listing of Inventoried Resources for property types identified and survey criteria.  The blue forms ID property by address, material, integrity, picture, map and statement of significance. Also attached is a list of recommendations.  Asks the Board to review and comment prior to being sent to the State.

Christina Selvek – recommends a printed standardized guide to give to homeowners in the Historic District.

Judy Bryant – Multiple property documentation was proposed by Judy Wellman

Christina Selvek – yes, many properties are under the same theme

Judy Bryant – wonders what is significant about her own house other that it being built by Harriet Tubman’s nephew. Thought that Judy Wellman talked of multiple properties and sections of the City.  All of Chapman/Garrow is historic as it’s been owned by the same families.

David Taylor – when looked at the district sum is greater that the total of its parts.  Look at cultural connections of the neighborhood.  Judy Wellman has the abolition study – connection with the nephew no significant unless the nephew worked as an abolitionist.

Mike Deming – the neighborhood significance is due to what Fitch did.  Integrated the neighborhood.

Judy Bryant – it’s not just black history, it’s Auburn history.  Looking at the bigger context, looking at section significance.

Christina Selvek – suggests a preservation/conservation district. Not to meet criteria set by NPS but locally recognized criteria.

Judy Bryant – is there any role for HSC in this?

Mike Long – they are more for tourism

Jill Fudo – the Schweinfurth offers after school art classes that can draw the buildings.

Judy Bryant – questions how HRRB would get another organization involved & how to not duplicate what’s already been done by others.

Mike Deming  - asks about an intern.

Mike Long – there’s a motion on the agenda

David Taylor – concerning the blue forms there is a set for the City & one for the State.

Motion for an intern to continue on a project yet to be determined made by Christina Selvek. Seconded by Jill Fudo. All members vote approval. Motion carried.

Doug Springer – South St. – renovating his home & is ready to work on the exterior. Wants some guidelines on how to continue.  Home built in late 1800’s.  Not sure what the original windows were, probably multi-paned.

Mike Deming – suggests getting a copy of the Secretary of Interior’s Standards.  Standards have been kept strict for the street side to keep everything intact.  If the window have been changed it would be looked at differently depending on the period when altered.

Mike Long – figure what you would like to use & get photos.  Questions siding.

Doug Springer – would like it to look as close to as when built as possible.

David Taylor – suggests looking into interior storms.

4. Adjournment: Next meeting scheduled for April 11, 2006. Motion to adjourn made by Christina Selvek, seconded by Judy Bryant. All members vote approval. Motion carried.
